Centralized Intern Training and Authorization
Contract Authorizations
To qualify for a contract authorization, the Environmental Health Specialist must meet the following
criteria:
- Must be employed by a local health department and/or contracting through the North Carolina Alliance for
Public Health Agencies, if retired.
- Must have current authorization in “home” local health department, or be eligible for
reinstating authorizations that had been granted prior to retirement.
- Must agree that each public record created by the contracting agent shall be reviewed, dated, and
initialed by an authorized agent of the contracting local health department. In addition, at least 10
percent of the activities performed by the agent shall be reviewed in the field by an authorized agent
employed by the contracting local health department. If the contracting local health department has no
authorized agent, the EH Section shall conduct a review of each public record created by the contracting
agent. In addition, at least 10 percent of the activities performed by the agent shall be reviewed on-site
in the field by the EH Section. The review shall be conducted each month and shall cover the previous
month’s activities conducted by the agent.
**For all contracting agents that hold comprehensive authorizations granted in FLI prior to March
13, 1998, the EHS will be required to apply for child care, public swimming pools, and tattoo
authorizations individually, which may include attending appropriate training, practice fieldwork, and
evaluations from the Regional Specialist.
- In order to obtain a contract authorization, you must complete a Contract Work Notification Form (PDF, 334 KB)
and an Authorization Contract (DOC, 293 KB) and
submit both forms to the Centralized Intern Training and Authorization via e-mail to ehs.authorization@dhhs.nc.gov for processing.
Emergency Contract Authorizations
To qualify for an emergency contract authorization, you must meet the same criteria as the standard
contract authorization. The major difference is that the emergency contract authorization expires two
weeks from the date that the authorization is granted.
In order to obtain an emergency contract authorization, you must complete a Contract Work Notification Form (PDF, 14 KB) and the EH Section Approved Emergency Contract (DOC, 33 KB) and submit
both forms to the Centralized Intern Training and Authorization via email to ehs.authorization@dhhs.nc.gov for processing.
